Introduction
Beti Bachao Beti Padhao (BBBP) scheme was launched by the Government of India on January 22nd, 2015, at Panipat in Haryana. This scheme was issued to address the reason for the decline in the rate of CSR (i.e., child sex ratio) throughout the country by a mass campaign. This scheme came to the mind of the Govt. after the steady decline in the ratio of child sex (CSR). The number of girls between the age group of 0-6 years is very low, approximately 918 per 1000 boys as per the 2011 census.
The main ambition of Beti Bachao Beti Padhao is to protect the girl child and to provide them with proper education to secure their future. Preventing gender-biased selective, ensure survival, protection & education for girl child are the main objectives of this scheme. Their target is to improve the rate of SRB (Sex Ratio at Birth) by 10 points in every year, to reduce gender differentiation, improve their status of nutrition by reducing the number of underweight and anemic girls, increase the rate of girl’s enrolment in secondary education, provide separate toilet to the girl’s in every CSR districts, to promote a secured bio bubble for the protection of girl children by the implementation of POCSO Act, 2012.
Strategies
The strategies of the government include the implementation of a proper system to create equal value and to promote the education of girl children, aim at Gender Critical Districts and cities of low CSR for immediate action, train the local bodies authority about the BBBP (Beti Bachao, Beti Padhao) scheme in association with women’s & youth groups, place these issues in a public place, meetings and create awareness among the society.

How can Beti Bachao Beti Padhao (BBBP) function?
The BBBP (Beti Bachao Beti Padhao) scheme was introduced with a set of guidelines that defined targets, roles, responsibilities for the MoWCD (i.e., Ministry of Women and Child Development), the ministry of health and welfare and the ministry of human resources at national, state and districts levels worked as the backbone of this BBBP campaign. Under the scheme, the guidelines provided that a collector or magistrate of the district was supposed to prepare a DAP, i.e., district action plan in coordination with the state departments of health, and education and women and child development. The DAP must include targets and activities which the district administration needs to achieve within the deadline.
Impact of Beti Bachao Beti Padhao
By the enforcement of the Beti Bachao Beti Padhao scheme, the SRB (sex ratio at birth) is gradually reducing, and they can easily enjoy their rights without any obstruction, girl children can easily getting their education under the “Sarva Shiksha Abhiyan.” Different NGOs were made by various leaders to save the children from work, provide them with the minimum living necessities, minimum education facilities so that they will be independent, earn on their own and live peacefully with a secure future. This scheme has some good impacts as well as some bad impacts, but everyone needs to focus on the positive side and need to think about how to improve it.

Failure of Beti Bachao Beti Padhao Scheme
The lack of implementation of policy, fund diversion, and the failure to monitor the process of the BBBP scheme are some of the basis causes for the failures of this scheme. Although the thought behind the scheme was highly Nobel, but this scheme was not appropriately implemented at the base level, and below are the important reason behind the failure:
- Inadequate allotment of funds and careless release of funds.
- Lack of proper monitoring of the process in districts and local levels.
- Not sharing the fund in different places as per the required such as after passing of this scheme by the end of 2017-18 only 5% spent on education and 47% spent on communication.
- The sex ratio has drastically reduced even after the BBBP scheme was implemented in specific districts.
- The aim to re-enroll the girl children who were forcefully dropped out from school was left uncompleted in many regions of India.
- In different states, the money allotted by the central government was used by the state leaders in their promotion of the parties, and for their own scheme, so the fund for the Beti Bachao Beti Padhao scheme was found short.
- The absence of implementation, application, engrossment of the advantages, and the disappointment of observing instruments are the reasons for the failure of the Beti Bachao, Beti Padhao scheme.

Final Words
Whatever has happened, the Beti Bachao Beti Padhao scheme is worthy and meaningful; therefore, the government needs to act carefully upon the mistakes and take appropriate measures to complete the main ambition of the Beti Bachao Beti Padhao scheme. To also complete the goal of the BBBP (Beti Bachao, Beti Padhao) scheme, the legislature must guarantee to enforce strict rules and also improve the checking measures for this BBBP scheme. There is a Sanskrit phrase told by “Manu” in his creation ‘Manusmriti’ that is ‘Yatra Naryastu pujyante! Ramante Tatra Devata!’ which implies that where women are respected, Gods make their home.
